Certification of organizations

As part of a process to standardize practices pertaining to agreement management and the recognition of the organizational governance, management and planning of the organizations it subsidizes, the Ministère, in collaboration with the Groupe de recherche sur les organismes à but non lucratif, communautaires ou culturels of HEC Montréal, has implemented a certification process. Five founding principles were applied throughout the development of the process: standardization of methods, continuous improvement, transparency, respect and recognition of certified organizations.

Who must be certified?

Organizations funded under the Réussir l’intégration and Soutien à la mission programs (successful integration and mission support programs), that offer services or activities to immigrants and receive $40,000 or more in funding per year must obtain certification.

What does certification involve?

Certification seeks to:

  • Recognize the governance practices specific to non-profit organizations;
  • Recognize the presence of organizational management and planning tools in relation to client needs.

There are three evaluation criteria:

  • Implement best practices in governance
    • Active board of directors
    • Democratic annual general meeting
    • Written rules of governance
    • Open membership and member participation in the annual general meeting
    • Communication tools designed for the organization’s members and volunteers as well as measures to promote their involvement

  • Adopt a reliable and efficient administrative structure
    • Description of the organizational structure
    • Development of an action plan and follow-up
    • Training offer for staff
    • Financial management statement

  • Meet client needs
    • Knowledge of target population on the territory covered by the organization
    • Service offer adapted to the clientele
    • Consultation and collaboration with players in the milie
