Submitting a collective sponsorship application

Intake of undertaking applications from groups of 2 to 5 natural persons

The next submission period for undertaking applications under the Program for Refugees Abroad (Collective Sponsorship) will run from January 18 to February 16, 2022.

The maximum number of undertaking applications receivable by legal persons and groups of 2 to 5 natural persons is set at 825 applications for that period. In the event the number of applications submitted and admissible exceeds the maximum number of applications receivable for one or more groups of sponsors (applicants), one or more random draws will be held under the supervision of an external auditor in the presence of witnesses. The spokespersons of the sponsors whose application will have been randomly drawn will receive, if applicable, a communication to their Arrima account, inviting them to submit the randomly drawn undertaking application within the deadline indicated by the Ministère.

The Ministère has provided for a two-step process for submitting undertaking applications with two forms and the distinct documents.

Each sponsor must designate a spokesperson to communicate with the Ministère. The spokesperson is the only person qualified to open an account in Arrima and do the necessary follow-up. The Ministère may not communicate with any person other than the spokesperson and the representative designated by the sponsor.

In the case of groups of 2 to 5 natural persons (Group), a spokesperson is chosen among its members. In the case of legal persons, a spokesperson is designated by resolution of the board of directors.

A legal person must also determine the class or subclass of applicant to which it belongs, from among the following: 

  • Class E legal person
  • Subclass ES legal person
  • Class R legal person
  • Subclass RS legal person

To determine the sponsor class or subclass to which it belongs, the legal person must consult the conditions to satisfy to belong to each class and subclasses.

Each sponsor must submit all of its applications in the sponsor class or subclass to which it belongs.  During the review of the application, if the sponsor does not satisfy the conditions of the class or subclass it declared during submission of its applications, they could receive an adverse decision.

Although the spokesperson is the person designated to communicate with the Ministère on their behalf, the members of the group make a solidary undertaking in favour of the people they apply to sponsor.  Each is responsible on the part of the other members, who make the same undertaking.

No application will be received by mail or by any other means than the Ministère’s Arrima platform.

Each member of the Group and each legal person must honour all the requirements of the Program for Refugees Abroad (Collective Sponsorship).

Before submitting an undertaking application, every sponsor must ensure that it fulfils the admissibility requirements set out in Ministerial Order 2021-014 (in French) published on October 27, 2021 in the Gazette officielle du Québec (number  43). Only the admissible applications may be random drawn and received by the Minister, as applicable.

Step 1: Submission of undertaking applications

The first step will take place from January 18 to February 16, 2022.

The groups of 2 to 5 natural persons and the legal persons may submit their applications by uploading to the Arrima platform the documents required for the applicant class or subclass.

Required documents


Groups of 2 to 5 natural persons

The following documents are required during submission of Step 1 of the undertaking application for groups of 2 to 5:

For the group:

  • Step 1 of the undertaking application form  — Group 2 to 5 natural persons

For each member of the group, it is required to provide a copy of one of the following identity documents:

  • Quebec health insurance card
  • Canadian passport
  • Canadian citizenship card
  • Canadian permanent resident card
  • Driver's licence issued in Canada

 
The identity document provided for each member of the group must demonstrate that they are natural persons.

Legal persons

The following documents are required during submission of Step 1 of the undertaking application for legal persons:

For submission of the Legal Person Folder:

  • A copy of the resolution of the legal person that identifies:
    • the person designated by the legal person as spokesperson to sign, submit and present undertaking applications and communicate on its behalf with the Ministère
    • the principal sponsored person for each application that will be submitted.
  • A copy of one of the spokesperson's identity documents, among the following: 
    • Québec health insurance card
    • Canadian passport
    • Canadian citizenship card
    • Permanent Canadian resident card
    • driver’s licence issued in Canada
  • An up-to-date copy of the Statement of information of a legal person in the Québec Enterprise Register

For submission of each undertaking application

Details and warnings


We recommend that you complete the form on screen and print it out afterwards. If you are completing the form by hand, you will need to write in block letters in blue or black ink. Illegible handwriting could render your application inadmissible.

You will have up to February 16, 2022 to submit and amend your application. After that date, no amendment to your application will be accepted.

Ensure that Step 1 of your application is complete, that you have dated and signed the form, and that you retain all the originals of the documents you upload to the Ministère’s Arrima platform.

The Ministère may ask you to send the original documents, if it deems it appropriate.

When submitting your application in Arrima, a confirmation that your documents were successfully sent will appear on the screen. You can consult a summary of the documents you submitted in your Arrima file.

We remind you that any application that does not comply with the requirements set out in Ministerial Order 2021-014 (in French) will be excluded from the exercise of receiving 2021-2022 undertaking applications.

Step 2: Random draw and presentation of undertaking applications

The details for this step will be published when the submission period of the applications is completed. For the time being, we invite you to consult the requirements set out in Ministerial Order 2021-014 (in French).

Submitting your application via the Arrima platform


In Step 1 and Step 2, to submit the form and the required documents to the Ministère, the spokesperson for the group or of the legal person must:

  • have an online account on the Arrima platform;
  • scan all parts of the completed and signed form, ensuring that it is read and signed by each member of their Group;
  • collect and scan all required documents;
  • upload the duly completed and signed form with the required documents in Arrima;
  • submit the application in the Arrima platform within the prescribed time limits.
